Update: Portland, Oregon (First reported 04-12-13): The city will pay $2.3 million to settle a federal lawsuit filed after a police officer wounded a man when he mistakenly fired lethal rounds at him from a beanbag shotgun. The victim is now permanently disabled and narrowly escaped death only because there was a hospital nearby

The proposed settlement was reached after city attorneys and Monroe’s lawyer met Monday in a mediation session with U.S. District Judge Ann Aiken.

It must still go before the City Council for approval. If accepted, it would mark the city’s largest individual settlement in its history.

“Honestly, I think in the grand scheme of things, it’s not an unfair settlement,” Thane Tienson, Monroe’s lawyer, said Tuesday.

Tienson said the money will help pay for Monroe’s ongoing medical costs and lost wages.

Reister’s gunshots fractured Monroe’s pelvis and punctured his bladder, abdomen and colon. The fourth shot, fired from less than 15 feet away, left a “softball-size hole in his left leg” and severed the sciatic nerve, according to Monroe’s suit.

So it took 4 shots for the cop to realize he was shooting lethal rounds? Oh bullshit! That’s attempted murder.

February 25, 2009: After taking down his door with a battering ram during a no-knock raid, police in Baltimore ransacked the home of 33-year-old Andrew Leonard, handcuffed him, and interrogated him and his wife for 15 minutes at gunpoint. The police kept asking the couple about a drug dealer they had never met.

They had the wrong house. The police had either been given the wrong address, or had mistransposed it onto the search warrant. They later nabbed their suspect a few door down.

Lawyers for Chicago propose $22.5 million settlement to bipolar woman that was raped and nearly died after police arrested her at airport, then released her in dangerous neighborhood without her phone.

Christina Eilman, 21 at the time, was arrested on May 7, 2006, after allegedly causing a disturbance at Midway International Airport, according to court records. She suffered from bipolar disorder and, according to experts, was in an acute manic phase at the time.

She was taken to a South Side police station and held overnight. Despite calls from her parents telling police she suffered from bipolar disorder, police released her near the Robert Taylor Homes public housing project, without any assistance, and dressed in a cutoff top, short shorts, and boots.

Court records indicate, although the city first argued Eilman seemed coherent while in custody, several police officers testified in depositions that they noticed bizarre behavior.

A short time later, she was lured to the last remaining building of the Robert Taylor Homes, and was raped at knifepoint, before she fell from a 7th floor window, causing a severe brain injury, and several broken bones. She now requires constant care, and is living with her parents in California.

According to the Salt Lake Tribune, at 2:30 am on December 20th, Eric Hill was awoken by his frightened daughter, who had heard knocking near her closet. Then he heard loud banging at his front door.

Frightened at the prospect of a home invasion or burglary, Hill armed himself with a baseball bat and opened the door.  Six men in black, armed with assault rifles and tactical weapons, ordered him to drop the bat and placed him in handcuffs.  One of the men stated that had Eric had a gun rather than a bat, they would have “blown him away.”

Several of the men entered Hill’s home with their weapons drawn, frightening his wife Melanie Hill and their children. Eric Hill stated, “After the [Newtown, Conn.] shooting that just happened, my [older] kid was already scared to go to school,” and that his children “are just traumatized by this.”

The home invaders that traumatized Hill’s children were from the Ogden Police Department. Yet Hill was not wanted for any crime. He had been mistaken for a different man, charged with “desertion” from the military. …

A New Orleans police sergeant kept quiet about a post-Katrina shooting. The officer, who is married to a police lieutenant, was promoted shortly after the shooting to the Public Integrity Bureau, which investigates police misconduct

NEW ORLEANS, May 22 (UPI) — A document that shows a New Orleans police sergeant only talked about a post-Katrina police shooting in 2010 raises questions about the department’s response.

Sgt. Lesia Mims discussed the killing of Henry Glover when she was interviewed by the FBI, The (New Orleans) Times-Picayune reported. She said five years after the fact she had known about problems with the shooting since shortly after it happened, the newspaper said, citing an FBI document.

Three officers were convicted of shooting Glover or covering it up, although one later won an appeal. Glover, 31, was found in a burned-out car, his body burned.

Last year, the New Orleans Police Department closed its internal investigations into police misconduct after the 2005 hurricane and attempts to cover up wrongful shootings. A number of officers who failed to report misconduct were fired or retired.

The Times-Picayune said it had not been able to determine if the FBI gave the department information about Mims.

Mims, who has been with the department 23 years, is married to a police lieutenant. She was promoted to the Public Integrity Bureau, which investigates police misconduct, after the Glover shooting.

Connecticut Cop Arrested After Pulling Gun On Cop Who Photographed Him

Fellow officers thought it would be funny to photograph David Davis, a Connecticut railroad police officer, sleeping at his desk while on shift.

They probably didn’t expect Davis to wake up, pull out his gun and point at the officer who had just taken his picture.

“No one’s taking pictures today,” Davis told John Freeman.

According to the Connecticut Post:

Freeman yelled at Davis to put the gun away, but Davis continued to track his movements with the gun pointed at Freeman’s head and his finger on the trigger, police said. After Freeman yelled at Davis a second time, Davis put the gun back in its holster, police said. Freeman then left the office.

Police said Freeman reported the incident to MTA Internal Affairs. Following an investigation, Davis was suspended for two weeks. However, Freeman subsequently pursued the matter and the case was turned over to Bridgeport police.

The incident took place in February. He was arrested Friday.

Davis, 51, a Metro-North Railroad police officer, is now facing first-degree reckless endangerment charges.

HARD AT WORK - Fort Worth High Ranking Cop Fired For Looking At Porn On City Computer and "Self Gratification" While On The Job

FORT WORTH — A Fort Worth police captain who officials allege used a city computer at least 100 times to visit pornographic sites and also masturbated while on duty has been fired by the department, police officials announced Thursday.

L.A. Harris, who had been on the force almost 23 years and had been promoted to the rank of captain in June 2011, was indefinitely suspended Wednesday.

His attorney, Craig Driskell with the Combined Law Enforcement Associations of Texas, said Harris appealed his firing Thursday.

“It’s easy to pass judgment on Captain Harris but I wonder how many people passing judgment have also viewed online pornography?” Driskell said. “Captain Harris will be the first to tell you that he’s got an addiction problem - something he’s currently being treated for. But to fire a man just two years away from retirement seems a bit harsh.”

Driskell said even a deputy chief “thought demotion was appropriate enough in Captain Harris’s case.”

According to Fort Worth police, detectives with the Special Investigations Unit had been looking into Harris’ activities as one of two overnight duty captains when they discovered multiple links to sexually explicit websites associated with Harris’s computer profile.

Internal Affairs immediately launched an investigation, officials said.

According to a disciplinary letter filed with the Civil Service Commission on Thursday, Harris admitted to accessing and viewing pornographic sites on a city computer between October and December.

A usage report indicated Harris had visited the sites at least 100 times during that 3-month period, the letter states.

Harris also admitted to engaging in what the letter describes as “sexual misconduct” while on duty and in three separate work locations, the letter states. A news release issued by the department describes the misconduct as “self-gratification.”

“This behavior is absolutely deplorable and violates the public’s trust which is something I will never tolerate because it is not in keeping with the highest ethical standards of the Fort Worth Police Department,” Police Chief Jeffrey Halstead said in a statement released by the department.

Police Chief Used His Position To Get Women To Perform Oral Sex On Him, Pissing On Graves

A sordid story of sex and lies are at the heart of the criminal complaint. Prosecutors say Larson used his position as chief to leverage sexual favors while he was on duty and lied to investigators.

According to the complaint:

Larson engaged in conduct “very disturbing and sexual in nature” with a woman in the village park on April 21.

Later that month, a confidential informant working with the West Central Drug Task Force said she had been touched and sexually propositioned by Larson while he was on duty.

In two other instances, Larson was on duty when he approached women in a sexual manner or made sexual references to them. Another witness said Larson encouraged her to drive after she had been drinking to rendezvous with him at the village park.

Investigators learned in September that Larson had oral sex performed on him three times by another woman who “felt obliged to perform Larson’s request due to the fact he was a police officer.” This occurred in a store that was open for business in downtown Readstown.

At first, Larson lied about having oral sex with the woman but later admitted the acts to investigators and provided details to “verify the credibility of the information,” according to the complaint.

Larson’s inappropriate behavior wasn’t limited to sex, investigators said.

One witness described  an incident when Larson witnessed three people drinking alcohol during a birthday celebration in the Readstown Village Park. According to the complaint, a woman in the group said she had to use a restroom, and Larson led them to the cemetery in Soldiers Grove so she could urinate behind a headstone. The group continued drinking, and the person celebrating the birthday said “he would never forget this birthday as he was partying with a cop.”

The complaint also lists numerous times when Larson told witnesses not to tell people that he had witnessed their illegal behavior or asked people not to report his behavior.

Larson is charged with two felony counts of misconduct in public office. The six misdemeanor counts include two counts of fourth-degree sexual assault, three counts of disorderly conduct and one count of obstructing an officer. The two felony counts each carry a maximum penalty of 3 ½ years in prison and a $10,000 fine.

53 Year Old Grandmother Shot By Police, She Was Unarmed and Not A Threat To Anyone

A 53-year-old grandmother said she plans to sue the city of Wichita because a police officer shot her when she claims she was unarmed and not threatening anyone.

“I’m planning on it big time,” Shirley Smith said Thursday. “The police department is lying.”

She said no charges have been filed against her.

“Why would they? I didn’t do anything,” Smith said.

Smith said she was in the hospital for about five weeks, underwent six surgeries to repair internal injuries and lost part of her liver.

No charges were filed on the grandmother. She hasn’t done anything wrong.

[WIN!] A Ripley, Tenn., police officer has been indicted by a federal grand jury on charges of choking an unidentified person and obstruction of justice.

MEMPHIS, Tenn. (AP) — A Ripley, Tenn., police officer has been indicted by a federal grand jury on charges of choking an unidentified person and obstruction of justice.

The U.S. attorney’s office in Memphis said Thursday that 47-year-old Stephen Michael Kirkpatrick was indicted on federal civil rights charges stemming from an incident last May 17. Prosecutors said the victim was hurt, but further details were not released other than saying a week later, Kirkpatrick “attempted to corruptly persuade an unnamed person in an official proceeding.”

He faces 30 years in prison and fines of $500,000.
