APRIL 3—In the course of an undercover operation targeting a suspected prostitute, a Pennsylvania police officer disrobed, allowed the woman to place a condom on him, and then engaged in sexual activity with her before announcing that, “the cops are coming.”
Only the prostitute was arrested. The cop hasn’t faced any penalties yet.
New York isn't the only place where cops can use condom possession to justify arrest, but sex worker advocates there are pushing a new bill
Among New York’s most contradictory sets of policies is this: Since 1971, the city has pushed aggressively for condom use, distributing more than 200 million free condoms, turning the NYC condom into an icon with its own tag line (NYC Condom: Get some!), even creating an iPhone application that helps users locate the nearest distribution site. In the same time frame, however, city police have destroyed or confiscated thousands of condoms found in the possession of suspected sex workers, using condom possession to justify arrest.
Sex workers and their advocates say this practice has had a dangerous, chilling effect, causing many who engage in prostitution to stop carrying and using condoms. A bill written by State Senator Velmanette Montgomery would change that, barring the use of condoms as evidence of prostitution in criminal cases.

A Fayette County deputy constable has been arrested on charges of promoting prostitution of two or more prostitutes, permitting prostitution, and first-degree official misconduct, and the elected official who appointed the deputy constable says there are no plans to suspend him.

All three of the women said Pendygraft always wore his constable badge around his neck and had his gun in his holster; the complaint said he “used his constable badge and gun to invoke himself as an authority on all the listed victims to benefit from them sexually.”
Germany: Sex Tax Machine Introduced for Bonn Prostitutes
The budget is tight in Bonn. So tight, in fact, that city officials instituted a new “sex tax” for prostitution this year. They hoped to raise up to €200,000 per year in additional revenues.
Yet while it might sound straightforward enough, the sex tax has been difficult to enforce among those prostitutes who do not work in established brothels and sex clubs. Leading the city to come up with plan B: an automated ticket machine in an area frequented by prostitutes and their customers.
Since Monday, freelance sex workers on the city streets have been required to pay €6 per night into the machine, which resembles an automated parking ticket distributor. This machine, however, emits nightly permits to practice prostitution. (via SPIEGEL ONLINE)
